Other Immigration Options Besides the Federal Express Entry Stream
Since a very high score is required to succeed in the Express Entry stream, and to achieve such a score, you must demonstrate higher education, very high-level English, and along the way, also be young and experienced… and all of these do not always combine well…, so here is a list of other tracks that you can examine:
Provinces where you can apply without a job offer/without Canadian experience and without French:

Manitoba Province – You can apply without a job offer. This province currently has an open track that goes through Express Entry with the support of ethnic communities (Jewish community/Russian-speaking community).
- The track that combines Express Entry will add 600 points to the candidate upon receiving provincial approval and will allow the candidate to continue the fast process within the Express Entry framework.
- In the coming months, another track is expected to open that allows the submission of candidates supported by the communities without the need for Express Entry – meaning, with a lower English requirement and even only 13 years of education. In the non-Express Entry track, the process will be longer according to provincial timelines, which currently take about 18 months from the date of application for permanent residence after provincial approval.

Ontario Province – This province has the option to select candidates from within Express Entry without a job offer. Under the Human Capital sub-stream and according to annual quotas, the province occasionally invites candidates with a high score (who have not yet been selected in Express Entry) and allows them to submit a provincial application, which upon approval, the candidate will receive an additional 600 points, which will allow them to continue the fast process within the Express Entry framework.

Alberta Province – This province recently officially opened the provincial track that combines Express Entry. The province chooses candidates subjectively from the pool in relation to the candidate’s profession and connection to the province. Candidates with connections to the province, such as work, studies, family – will receive priority.

Nova Scotia Province – This province has two possible tracks that do not require a job offer.
- One option allows candidates with a required profession in the province to submit a proactive application for provincial support for permanent residence. This track requires an open Express Entry profile and submission of an application within a few hours when the track’s quota opens once every few months.
- Upon provincial approval, the candidate will receive an additional 600 points in the Express Entry system, which will allow them to continue a fast process.
- Also in this province, there is a track for preferred professions. In this track, there is no need for candidate intervention in the first stage. The province itself determines once every few months what the required profession it wants to promote is. Accordingly, the province sends an invitation to candidates from these professions with an open Express Entry profile to apply for support for a permanent residence application. The province changes the requirements from time to time, and here too, it can invite only candidates with a high score.

Prince Edward Island Province – This is another province where you can submit an “expression of interest” in provincial support for permanent residence. The track requires an open Express Entry profile and submission of an expression of interest form.
- The provincial track has a specific scoring system for this track. The candidate registers for the pool, and once a month, the province conducts a draw in which it invites suitable candidates for further processing.
- Information about the score and the professions from which candidates are invited from the province is unknown and not published. Therefore, it is not possible to obtain a relative scale regarding those candidates invited for further processing.

Saskatchewan Province – You can apply without a job offer. This province has two open tracks, one of which goes through Express Entry and the other bypasses Express Entry. In each of the two tracks, you must meet a unique required scoring threshold for the province, have a required profession, and often, you will also need approval of professional recognition by a professional body of the province.
- The track that combines Express Entry will add 600 points to the candidate upon receiving provincial approval and will allow the candidate to continue the fast process within the Express Entry framework.
- In the non-Express Entry track, the process will be longer according to provincial timelines, which currently take about 18 months from the date of application for permanent residence after provincial approval.

New Brunswick Province – Occasionally allows entry into their Express Entry track according to specific professions, changing to those who participated in the province’s conferences around the world. These conferences are attended by recruiters for required positions on behalf of local companies and representatives from the province’s immigration department. The list of conferences and the list of required professions for those conferences are updated frequently and can be followed through the province’s website.
Besides these, there are other immigration tracks with the support of a community/employer/French language knowledge in a variety of provinces in Canada. In fact, there are even more than 60 immigration tracks that are too numerous to detail in this booklet.
