Immigration options for 2025

So, thousands of Israelis – and perhaps tens of thousands – have already arrived in Canada and received their work permits.
For those who understand the process and act wisely, there is also a path to Permanent Residence in Canada.

Among all the Israelis who wanted to come to Canada, some chose to pause for a moment, carefully consider the options, were committed to a job, military service, or studies, or simply feared making a hasty move and losing everything. That is completely legitimate. Taking a leap into the “unknown” is a courageous process, and some might even call it completely crazy…

For those who have already arrived – we hope you have managed to settle in well, found work and housing, met good people, and even if there are tough days, that you feel at peace with your decision.

And for those who have not yet started their journey – we have prepared a short overview of the possible ways to come to Canada in the near future, even without a local employer or studies:


Possible Immigration Pathways:

Community-Supported Jewish Stream
For those considered Jewish (even if not by strict religious law), there is an option to receive support from two Jewish communities:

  • Manitoba – maximum age 45

  • New Brunswick – maximum age 55

Note: This pathway is not suitable for everyone. It’s important to check compatibility with lifestyle and employment opportunities.

Potential Advantages: lower cost of living, strong sense of community, affordable housing, suitability for remote workers, self-employed professionals, or those in occupations in demand in the province.

Additional Manitoba options (by city):
“Under the radar,” there are two other pathways that few have heard about. These involve agreements certain cities have with the province, allowing them to issue a support letter (similar to the Jewish community stream), based on local needs and requirements:

  • Morden – doctors, nurses, French teachers needed.

  • Winkler/Stanley – mechanics, manufacturing workers, nurses, food industry shift supervisors, cooks, meat workers/butchers, assemblers, painters. Doctors – only with degrees from the U.S., Ireland, Australia, or the U.K.


Human Capital Stream – Ontario

The last draw for this stream took place in September 2024, with very high scores required (500+ points). Following the most recent elections and government changes, this pathway has been quiet over the past year, but recently some signs of renewed activity have appeared in Ontario.
We hope the stream will reopen soon and once again provide immigration opportunities for in-demand occupations such as early childhood education, healthcare, and more.


French-Speaking Pathways

  • Express Entry – requires at least CLB 7 in all language abilities. The most recent draw took place on September 4, 2025, with a cutoff of 446 points.

  • International Job Fairs – Canada organizes job fairs worldwide to recruit French-speaking workers across a variety of professions. These fairs are held in collaboration with several provinces, including Manitoba and New Brunswick. Employers participating in these fairs may support permanent residency for candidates they meet, if both the employer and province are willing to provide sponsorship.


Immigration through Quebec

Quebec is a French-speaking province. Knowledge of the language provides a significant advantage, but candidates must also meet the province’s specific list of in-demand occupations and unique points system.

Immigration pathways often change. Before starting your process, it is strongly recommended to check the most updated conditions on the official provincial websites.
